The Park County Board of Commissioners voted to approve the third amendment to Good SUP 227, allowing the applicant to place 15 additional storage containers (8 feet by 40 feet) to support an existing fireworks storage and distribution operation at 127 U.S. Highway 14A.
Planning staff summarized the property's SUP history: the original SUP was approved March 15, 2022; a March 2024 amendment added a 4,800-square-foot storage building; a June 2025 amendment added a 1,200-square-foot equipment building. Staff confirmed the parcel is approximately three miles southeast of Garland in the general rural Powell zoning district; prior variance allowed a major wholesale use in that district. Applicant questions about expanding beyond the 15 containers and whether boundary-line adjustments would automatically carry the SUP were addressed by staff: adding land or materially changing the use may require a new SUP or a variance; boundary-line adjustments could allow minor amendment in some cases, but expanding service area or total floor area beyond site-plan thresholds (5,000 sq ft) would trigger a new review.
Unidentified Commissioner (Speaker 10) moved to approve the amendment with staff recommendations; Unidentified Commissioner (Speaker 6) seconded. The motion passed by voice vote. Chair (Speaker 1) recorded the approval as Resolution 2025-80.
The board’s approval permits the 15 containers to be placed east of the existing facility subject to the conditions above and required permits.
