Park County commissioners table State Shooting Complex lease, ask Joint Powers Board about utilities and rent

Madam Chair opened discussion after removing the State Shooting Complex Joint Powers Board lease from the consent agenda, saying the item needed separate review.
Unidentified Commissioner (Speaker 4) said she was concerned about consistency and fairness, noting the county’s current average lease of $18 per square foot and that the small office under discussion—about 286 square feet—would cost roughly $429 per month at that rate. She said a $1 annual rent “subsidiz[es]” the operation and suggested the tenant should “have some skin in the game.”
Other commissioners and staff countered that the space had never been rented before and that the State Shooting Complex is a quasi-state entity moving staff in temporarily; alternatives discussed included asking the Joint Powers Board to contribute to utilities or set a modest rent rather than $1.
Unidentified Commissioner (Speaker 4) moved to table the lease until Dec. 16 so staff could attend the Joint Powers Board meeting and return with options. The motion was seconded and carried by voice vote. Chair (Speaker 1) said she would raise the discussion Thursday with the Joint Powers Board and report back.
