Salinas unveils Power BI housing production dashboard to track RHNA progress
City of Salinas staff on Tuesday demonstrated a new housing production dashboard built with Microsoft Power BI intended to track development activity, monitor compliance with RHNA targets and improve public transparency.

"The dashboard is designed as a real time data driven system that will monitor housing activity, track progress toward our regional housing needs allocation, and strengthen public understanding of our housing element implementation," said Vincent Montgomery, Planning Manager, Housing & Community Development. Montgomery said the dashboard currently presents a geographic visualization of housing activity, distinguishes projects by affordability and development stage, and compares the city's allocation against production to date.

During the presentation Montgomery cited the city aseline for the sixth RHNA cycle: "the required 6,674 units for the sixth cycle," which will be used to measure progress. He said the dashboard is in alpha testing, will move to beta and the committee will have an opportunity to test it before public release; staff plan to brief City Council on December 2, 2025.

Committee members asked whether other local cities use Power BI and whether the tool can produce month‑to‑month or quarter‑to‑quarter comparisons. Montgomery said Microsoft provides training and that dropdown filters in the dashboard should allow time‑series comparisons; he also said the dashboard can update up to three times per day. He noted that rental‑registry data currently resides in a separate Ptolemy dashboard, and staff will explore possible integration.

No public comment was received on the item and no committee action was required on the administrative report.
