HOLLAND, Mich. — After extensive public comment and debate, the Holland City Council on Nov. 19 approved an amendment to the city park ordinance (section 22‑10) that allows alcohol in a narrowly defined portion of Window on the Waterfront — specifically the plaza area adjacent to the Holland Ice Park — and approved the associated social‑district boundary expansion.
City Manager Keith Van Beek explained that the Downtown Development Authority and Parking & Streetscape District had unanimously recommended expanding the social district to the ice park plaza. Van Beek and other staff emphasized the proposed change would apply only to the plaza and not the ice surface itself.
