Norwalk approves Legacy Area street rehab plans and awards contract; project moves forward

Norwalk City Council on Nov. 20 approved the plans, specifications and contract documents for the Legacy Area street rehabilitation project and moved to award construction contracts to start the work. The project covers Colonial Parkway and Colonial Circle, focusing on street patching, pedestrian-ramp corrections and sidewalk improvements; staff said substantial work on Colonial Parkway near the highway will require a short-term closure and a detour.
Wayne, a city staff member, told the council the city received seven bids and recommended a contractor with prior successful projects. Council voted to approve the plans and then passed a separate resolution to award the contract to TK Concrete for the amount listed during the meeting (transcript shows 268,002). A third resolution approved the contract and bond and described how the city will pay the contractor.
Councilors asked few substantive questions at the time of the vote. The mayor closed the public hearing on the project after staff said no written or oral comments had been received. The resolutions passed by roll call, enabling staff to proceed with contract execution and construction planning.
Next steps: staff will finalize contract documents and coordinate traffic-control measures and pre-construction notices to impacted residents.
