Kelly said the county’s annual contribution of $85,500 produced a leverage ratio of roughly 4.4 to 1 in direct services and that the organization also uses these local funds to secure federal and state grant dollars. "The investment that is provided of $85,500 is leveraged against that almost $400,000 so it comes up with a ratio of 4.4 to 1 on a return on investment," Kelly told the commission.
She described recent operational continuity during a federal shutdown, noting they avoided service interruptions and reallocated funds to address urgent needs, including utility reconnections and support for older adults reliant on SNAP benefits and refrigeration for medication.
Kelly answered questions about the city’s contributions and identified that the City of Casper contributed just under $5,000 last year for 39 individuals, with approximately 60–70% of CAP clients coming from the city. Kelly said CAP has applied for collaborative opioid funding and is exploring energy‑conservation interventions and education targeted to vulnerable households.
Commissioners praised the organization’s leverage of county funds and encouraged outreach to city council during upcoming budget processes. No formal funding decision was taken at this meeting beyond discussion and encouragement to coordinate on future requests.
