Council changes Planning & Zoning notification rule after commissioners and council debate

A heated discussion over how Planning & Zoning commissioners notify absences ended with the City Council directing staff to amend the municipal rule so commissioners must notify the P&Z chair and/or the Planning & Zoning director before a meeting and allowing commissioners to vote whether an absence is excused.
Councilor Campos presented a review of 2025 meeting videos showing instances where staff had been notified but the chair had not. Chair Mata defended his longstanding practice of asking that commissioners notify him directly because the chair needs to know about quorum and meeting preparation. Commissioners and councilors debated the role of alternates, the chair's discretionary authority to excuse absences, and whether the charter or committee bylaws govern enforcement.
After prolonged discussion, Councilor Campos moved (seconded by Councilor Bolton) to amend the zoning commission rule so a member must notify the chair and/or the Planning & Zoning director prior to the meeting for an excused absence and that commissioners decide whether an absence is excused. The motion passed on a voice vote; staff will return an ordinance revision for first reading.
