"We're dealing with a very small percent of the population that creates these issues," he said, while stressing the department's emphasis on proactive work.
The chief noted code-3 response times within Star remain below goal but said responses outside the city were slightly longer (about four minutes and six seconds on average) and one out-of-area call registered a nine-minute timer due to software tagging issues.
Council members asked whether the increase in reported domestic-violence incidents reflected repeat calls to the same households; Haines said he could not confirm without research but that police often revisit the same addresses.
