The Richmond City Board of Commissioners adopted a revised personnel policy manual (Order 25-182) intended to apply to all city employees. Key changes explained in the meeting include a January requirement for supervisors to meet one-on-one with employees to set measurable goals that will be revisited at six and 12 months, and a mandatory annual training regimen for supervisors covering drug and alcohol policies, harassment prevention, and occupational safety. The city attorney said the drug policy language aligns with Kentucky League of Cities (KLC) guidance and noted that adopting the policy helps preserve certain insurance discounts (the city attorney referenced a 5% premium discount tied to KLC compliance).
The manual also clarifies vehicle-use policies for take-home vehicles, limiting personal deviations and specifying that personal stops (for example, dropping a child at school) are only appropriate when on the way to or from work, and that city insurance would cover passengers in a city vehicle in the event of an accident. Staff said the manual remains amendable — corrections can be made quickly without requiring a second reading — and that training and documentation will be provided via the employee portal and departmental copies.
Commissioners thanked staff and the city attorney for making the manual clearer and discussed next steps for department-level training. The order passed on voice and roll-call votes recorded in the meeting minutes.
