Post Falls URA approves amendment to Technology District Plan to include Prairie Medical Campus costs

The Post Falls Urban Renewal Agency Commission voted Nov. 20 to approve Resolution 2025-08, a package of changes that expands the estimated public-infrastructure costs in the Post Falls Technology District Plan to support the proposed Prairie Medical Campus and related street and sewer work.
Staff said the resolution grew out of a Oct. 2 workshop and reflected two requests from North Idaho Healthcare Holdings LLC: execution of an owner participation agreement (OPA) and an amendment to the district plan to include additional project cost estimates tied to the Prairie Medical Campus and the city’s master transportation and sewer plans. "The resolution being presented was drafted by Councilor Briteson and myself as a result of the commission's 10/02/2025 workshop," a staff member told the commission.
The resolution includes Exhibit B, a revised Appendix A listing engineer estimates of the additional public infrastructure costs. Staff clarified that the OPA has been completed and recorded and that fully executed copies are with legal counsel and participants. Commissioners discussed whether the item was properly noticed as an action item; one commissioner noted the commission cannot take action on matters not listed as action items and moved to amend the agenda, citing the Dec. 16 city council timeline as justification.
After amending the agenda to make the resolution an action item, commissioners voted to approve Resolution 2025-08 on a roll-call vote. The motion passed with commissioners recorded as voting "Aye" (Clemonson, Fleischman, Crosby, Cheltness, Kohl's, Leffel, Davis). The resolution incorporates and expands project items originally identified in the district plan to include full right-of-way and collector-street cost estimates identified by the engineer.
Staff said the resolution and its exhibits have been reviewed by city staff and legal counsel and will be scheduled for consideration by the Post Falls City Council on Dec. 16, 2025.
The commission took no changes to the substance of the OPA itself during the meeting; the action before the URA was approval of the resolution amending the district plan’s project-cost appendix and forwarding that recommendation to city council.
