Council members asked about hours of operation, indoor seating and impacts to parking; staff said Leawood has no ordinance limiting business hours and that the mixed‑use development’s parking ratio was calculated at the development level rather than by pad for this site. The special‑use permit requires a roll‑call vote; council voted 8–0 in favor.
