PSC approves Great River wholesale water contract with Jackson County Utility Authority

The Public Service Commission approved a petition by Great River Operating Company to purchase wholesale water from the Jackson County Utility Authority (JCUA) to address water-quality and reliability issues in four Jackson County systems: Gulf Park Estates, Pointe Ossian, Palmetto Point and Ocean Beach.
Great River told the commission it inherited these groundwater systems in an acquisition and found chronic clarity and water-quality problems traceable to the prior owner. JCUA confirmed it has sufficient capacity to serve the four systems and has agreed to install the required underground infrastructure at no cost to Great River or customers. Staff recommended approval while directing Great River to file an operational report three months after JCUA begins service and to follow used-and-useful criteria when evaluating assets for rate-base inclusion.
Commissioners questioned the timing of interconnections and asked that customers be notified about the potential for discolored water and pressure changes when flow is switched. Great River and JCUA said two interconnections are essentially complete and the third is expected in January; they committed to neighborhood-level communications as valves are turned on. The commission voted to approve the petition and staff's recommended order.
