County approves amended runway project ordinance and $30.9 million GMP for OAJ runway extension

Airport Director Mitch Sprunger said the ordinance expands the project budget to cover the GMP amendment, utility relocations (including moving power poles underground with Duke Energy and Jones Onslow), environmental approvals (Army Corps and NCDEQ), remediation fees and professional construction‑administration and inspection services. The board approved the amended project ordinance and authorized the chairman to sign associated documents.
Based on competitive bids, Balfour Beatty offered a combined project cost; staff presented a GMP of $30,919,412 and asked the board to accept it. Commissioners asked about funding sources; Sprunger said primary funding is a $29 million state capital infrastructure grant awarded in 2022, plus airport improvement program dollars and passenger facility charges. County leaders emphasized that the project is funded with grant and airport revenues rather than the county general fund.
The board accepted the GMP and authorized staff to finalize the contract documents with Balfour Beatty.
What’s next: With the GMP accepted, staff will proceed with contract execution and coordinate required environmental clearances and utility relocations before construction begins.
