The Star City Council acted on several land‑use items in a single block of deliberations on Oct. 7.
Milestone South reconsideration: Council reconsidered Condition No. 3 of a prior Milestone South approval, which had required new houses to be designed so side windows would not align with neighboring windows. Councilmembers concluded the condition could be difficult to enforce and moved to remove it; roll‑call votes recorded Aye by Hershey, Wheelock and Nielsen and the motion carried.
Wild Branch Commercial Park: Staff recommended approval of preliminary and final plat for a four‑lot commercial subdivision at 342 S. Calhoun Place (about 11.38 acres). The applicant said street and lot frontage improvements are completed and that uses are controlled by an existing development agreement. Council debated timing and floodplain engineering; after discussion a motion approving the plats carried with recorded Aye votes.
Starpoint Subdivision Phase 2 modification: The council approved a development agreement modification that reduces Starpoint Phase 2 from 12 approved lots to 6 single‑family lots, reduces density to about 1.95 du/acre, adjusts setbacks and allows a single sidewalk on the private street. Applicant representatives said the change reflects market conditions and site constraints; neighbors expressed surprise about marketing/notice but staff and the developer said approvals followed proper public‑hearing procedures. Council voted to approve the modified development agreement.
OUTCOME SUMMARY: The council removed the Milestone window‑alignment condition, approved Wild Branch plats (prelim/final) with standard conditions, and approved Starpoint Phase 2 DA modification reducing unit count. Council recorded Aye votes for the motions at the time of each roll call.
