Pharr board approves request to issue revenue bonds to fund DAP 16 expansion; construction nearing completion

The Pharr International Bridge Board voted to ask the City of Pharr to approve the issuance and sale of international toll-bridge system revenue bonds to fund DAP 16 projects, trustees said during the Nov. 19 meeting.
Bridge Director Luis Bassan explained the request was made under the board’s bylaws and bond covenants and emphasized the measure is intended to cover DAP 16 project costs, not upgrades to the toll system. Jameson from finance was present to answer technical questions. The motion to forward the request was made by Mister Martinez, seconded by Mister Reyes, and carried by the board.
During the capital-improvements presentation, Pilar Rodriguez (introduced as fire chief) updated trustees on active projects. She said the DAP 16 dock expansion and agricultural laboratory work were approximately 34% complete as of Oct. 31. She also reported the international bridge expansion was roughly 74% complete as of Oct. 31, citing a contractor pay application received after the meeting packet was published. Rodriguez identified relocation of the Hidalgo County Irrigation District No. 2 canal as a critical-path item required to finish the bridge landing and tie into the Mexican-side slab.
Rodriguez described progress on the commercial vehicle parking lot: utility and underground work is finished and the contractor is constructing subgrade and base prior to paving. She also noted Patricia Longoria was hired as the city engineer on Nov. 3 and will present the capital-improvement report at the next meeting as part of the transition.
Why it matters: the bond-request vote is a procedural step that asks the City of Pharr to authorize the issuance and sale of revenue bonds that will provide proceeds for the DAP 16 expansion and related work. Board approval sends the financing request to the city for further action.
Board action: the resolution to request the issuance and sale of revenue bonds (for DAP 16) was moved by Mister Martinez and seconded by Mister Reyes and passed on a voice vote; the board recorded that the motion carried.
Next steps: the board will forward the approved request to the City of Pharr for city-level approval; staff said additional contract pay applications and canal-relocation work remain on the critical path to complete the bridge tie-in and deck work.
For the record: Pilar Rodriguez’s presentation included photographic documentation of work areas, foundation preparation, and canal-relocation activity; staff said that once the canal work is completed, final columns and girders can be set and the deck poured.
