The Madera City Council on Wednesday revised the Airport Advisory Commission (AAC) rules of procedure to broaden the pool of potential appointees and to clarify meeting, quorum and removal provisions.
City Manager Arnoldo (Reynaldo) Rodriguez explained the changes would allow appointments of either city residents or, under specified conditions, non‑city residents who are airport lessees in good standing or full‑time airport employees. The draft also added options to appoint licensed or retired pilots residing in Madera County and active or retired U.S. armed forces members with aviation experience.
Rodriguez said the revisions remove rigid meeting scheduling language and let the AAC determine meeting times, clarify that the AAC does not make land‑use recommendations (that is the separate Airport Land Use Commission), and create an automatic resignation after three consecutive absences. The city attorney recommended a small drafting change to clarify appointment language; council adopted the revisions with that correction.
Council members said expanding eligibility should help achieve quorums and draw candidates with aviation experience. Staff said it will send letters to lessees and post notices at the air terminal to publicize vacancies.
The revised rules are intended to improve participation while preserving council oversight of appointments (mayoral nomination and council approval remain required language).
