The Madera City Council approved a $160,000 amendment to the city’s contract with Stantec Consulting Services to design a new wet well at the municipal wastewater treatment plant after inspections found significant deterioration of the existing structure.
City Manager Reynaldo Rodriguez briefed the council on the findings from a June bypass inspection. He said the existing wet well shows missing concrete and exposed rebar and that staff lacks confidence the current foundation would meet seismic standards. Rodriguez told the council staff supports full replacement rather than rehabilitation for long‑term reliability, but cautioned the numbers are preliminary: “The team guesstimated that it would be about $1,000,000 to rehab it. For full reconstruction, it would be more than likely approximately 1,500,000.0.”
Staff described two options: a lower‑cost rehabilitation that may not resolve foundational or seismic concerns, or a more expensive full replacement designed for the plant’s ultimate capacity (the plant is being planned to handle about 10,100,000 gallons per day). The proposed replacement would include updated sensors and safety features and target a 40–50 year design life.
Council approved the proposed $160,000 contract amendment to Stantec, to be funded from the project contingency in the sewer fund, with staff noting that preliminary construction estimates could require an additional budget amendment later once design is complete.
City staff said the headworks project is already underway and that further budget requests for construction would be brought to council once design and refined cost estimates are available.
