Commissioner Sherry Maupin of the Valley County Board of Commissioners briefed the McCall City Council on several county initiatives, including adoption of a CPACE district, a county grant program and recent small‑scale housing additions.
Maupin said new state legislation enables CPACE (Commercial Property Assessed Clean Energy) financing for building upgrades — "so you can add solar panels, you can add different types of heating sources" — and that the county plans to adopt Valley County as a CPACE district so cities within the county can use that designation without separate local actions. She noted an example: "Tamarac's gonna use this in order to build their new hotel."
On funding, Maupin said SRS funding was expected to pass from the senate to the house next week and urged council members to contact their delegations. She also said the county set aside $200,000 in a new county grant program to help nonprofits and 501(c)(3) organizations apply for and receive funding.
Maupin described transportation and housing items: the Highway 55 corridor study has a contractor on board and staff expect community meetings to identify seven to eight intersections needing improvement; a transfer site is expected to open soon. She also described a ribbon‑cutting for a new triplex in Cascade built by the West Central Mountains Housing Trust, saying it added three housing units "so we have 3 more housing units in that pool" and that the housing trust is now up to 16 units. The transcript includes project cost language that is not fully clear (transcript: '1000000 50 for 3 units'); Maupin and council discussed local rents, 900 sq ft unit size, and leasing at $1,400 for a two‑bedroom, two‑bath unit with sewer, water and trash paid by the owner.
Council members asked clarifying questions about unit pricing, square footage and occupancy; Maupin encouraged continued advocacy for SRS funding and engagement with ITD on the Highway 55 study.
The council did not take a formal action on these county items during this meeting; Maupin's remarks were provided as an informational update.
