Lock Haven's council voted to adopt an intermunicipal cooperation agreement with the Borough of Mill Hall and later approved appointments recommended by the Fire Advisory Board to provide local leadership for the Mill Hall volunteer response area.
Resolution 2025-43, presented with edits requested by Mill Hall and recommended by the fire advisory board, was debated because one council member sought removal of specific internal clauses (items 2, 3 and 4) related to how funds would be disbursed. Supporters of keeping the clauses said including a clear statement of how administrative fees (25% referenced in discussion) would be divided improves transparency with Mill Hall; opponents argued those internal details were operational and need not be in the intergovernmental agreement. The council voted to pass the resolution as presented.
Separately, the Fire Advisory Board recommended appointing Sean Plector as district chief and William Parker as captain for the Mill Hall response area (positions described as volunteer). Some council members questioned whether creating new ranks would duplicate existing command structures and whether volunteers would be available to staff the calls; staff and the chief said the plan envisions local volunteers and that relief drivers and other arrangements had been accounted for in overtime/admin fee calculations. Council discussed equipment storage (the Burrow Building was cited) and pay/administrative responsibility for after-hours responses.
A motion to approve the appointments carried on a recorded vote after discussion; one council member later said his yes vote was conditioned by concerns about Mill Hall borough certification and insurance consequences for residents.
Council also discussed that the city would account for overtime and administrative costs in the agreement and that the appointment payroll/administration would come from city funds, not the Mill Hall station's funds.
