The Billings City Council approved on Oct. 13 a South Billings Urban Renewal District (SBURD) program to help residential properties connect to city water and sewer. The program authorizes up to 10 awards annually of up to $5,000 each (maximum $50,000) from the SBURD residential and community enhancement budget to pay contractor costs for hookups; permit and system-development fees remain the property owner’s responsibility.
SBURD representatives said 72 homes in the district currently lack either water, sewer or both. The board recommended limiting the program to residential properties for this budget cycle and administering approvals through the SBURD board or an advisory committee to avoid presenting each small award to council. Applications require a licensed, bonded contractor, city inspection and documentation of completion before funds are released to the contractor through the city finance director.
Council members discussed whether a cost-share should be required of property owners; SBURD staff said the program was designed as an incentive but noted applicants would still bear significant costs. The council voted unanimously to approve the program as presented.
