Court rejects single dispatch bid, opts to rebid emergency dispatch app

Nelson County Fiscal Court on Dec. 2 rejected a single bid from Total Response for a new emergency dispatch/medical dispatch application and directed staff to reopen the procurement.
Brad McCaffrey reported Total Response was the only bidder with an initial price of $56,598; with a 10% early-order discount the cost would have been around $50,000. After contacting other dispatch centers and learning of a better-tested and substantially cheaper product, McCaffrey asked the court to throw out the bid and start the selection process over. "We think we found a better product that is gonna be substantially cheaper," he said.
The court moved to reject the bid from Total Response and the motion carried. Staff said they would rebid and return recommendations to the court once they have additional cost information and vendor references.
Next steps: procurement staff will reopen the request for proposals, obtain multiple bids, and present options that include vendor performance references and compatibility with the county's existing systems.
