City planner Brian Rose presented the Myers Hill preliminary master development plan (PMDP) and requested zoning to R-8 PRD for a 77.55-acre property east of Dobbins Pike and north of Hicks Lane. The PMDP proposes 190 single-family lots (lot sizes meeting the 6,000-square-foot minimum for R-8 PRD) with a proposed density of about 2.46 dwelling units per acre and approximately 42.9% open space.
Several residents had addressed council earlier in public recognition with objections about density and the scale of nearby developments. During the PMDP presentation and applicant remarks, Jim Harrison of CSDG said the design preserved creek buffers, added detention ponds to avoid increasing downstream runoff, and committed to sidewalks and road improvements. He said the project included redundant access and two play fields and that the developer planned to coordinate Hicks Lane improvements with the county.
Council members focused questions on where sidewalks and road widening would occur and whether the county had authorized changes to Hicks Lane (a county road) to meet fire access standards. Planning staff confirmed developers must obtain county permits to work on Hicks Lane, and the applicant said much of the widening could be achieved within the existing right-of-way with routine county permits. Council discussed contingency measures and whether to postpone until county approvals were secured.
After discussion, a motion to move the Myers Hill ordinance forward to the full council passed (committee recorded vote sent the item forward). The planning commission had recommended approval by a 6–0 vote on 10/27/2025; committee members asked staff to follow up on county permit status and provide any traffic or access clarifications before council action.
What’s next: The ordinance and PMDP will go to the full city council for consideration; staff will follow up on county coordination for Hicks Lane and clarify any outstanding infrastructure commitments.
