Post Falls details $1.25M quarry grant and progress on sports complex and Black Bay boardwalk

Parks Planner Robbie Quinn told the commission on Nov. 25 that the city received a $1,250,000 Land and Water Conservation Fund grant to support phase 1 of the Quarry project, the largest state grant the city has received for park work.

Quinn said the phase 1 package covered two multiuse fields, a restroom/shelter building, an entry plaza, a large parking lot and a maintenance yard; the bid package will include alternates for a playground and sports courts. Design was about 90% complete at the time of the briefing; Quinn said the team had submitted permit applications and expected permit review comments in roughly three weeks. He said bidding could begin in February 2026 with construction starting in March and an estimated 10-month construction window for the phase.

On the Montreal Sports Complex, Quinn said parking and grading are about 90% done, backstop and dugout frames are installed and infill mix has been placed. He said most electrical work should be completed this year and that work will resume in spring with final features expected by May; the facility is being held out of play for 2026 to allow site stabilization, with opening anticipated in 2027.

Quinn also updated the commission on Black Bay, describing the boardwalk as roughly 90% complete. A few panels required refabrication and delivery delays but were expected to arrive; contractor work was planned to finish installation within weeks, with mid-December noted as a likely wrap-up.

Quinn did not present final contract awards or bid results at the meeting; timelines and permits were presented as the next steps.
