The Schuylkill Valley School District board voted unanimously to adopt an Act 34 resolution and advertise a public hearing on a proposed athletic field house, confirming a corrected maximum project cost of $24,877,416.
Acting at the Nov. meeting, the board authorized the district solicitor, superintendent, architect and financial consultant to take steps required by the Pennsylvania Public School Code and Act 34 to notify the public and make project documents available for inspection. The hearing was set for Jan. 7, 2026, at 6 p.m. in the district auxiliary cafeteria at Schuylkill Valley High School, with a 20‑day advertisement period preceding the hearing.
The district announced the corrected figure after an architect’s review. "The total figure for the maximum cost ... would put the total figure for maximum cost to 24,877,416," Dr. Winters said in an opening announcement, noting that capitalized interest had been omitted from the number printed on the agenda and would be added before advertisement. Board members clarified that the afternoon’s vote to advertise was a transparency and compliance step under Act 34, not a final spending approval.
The resolution names Schrader Group (project architect) and Raymond James (financial advisor) to support the project and authorizes the solicitor (Alicia Luke, Fox Rothschild LLP) to perform necessary actions. The resolution also lists the Act 34 maximum building construction cost at $16,819,564 and directs the superintendent to make project descriptions available to interested citizens for review as required by law.
Board members stressed that the advertisement and public hearing are informational and procedural: one member said a "yes" vote on the resolution does not mean the board has approved construction or authorized spending, only that the district will present plans and financial estimates to the public in compliance with Act 34.
Next steps: the district will correct the posted resolution to include capitalized interest, advertise the Act 34 notice for at least 20 days, hold the Jan. 7 public hearing, and present project schematics, cost estimates and financing details at that hearing.
