Commission approves $3.08 million Axon digital-evidence contract and CorVel medical bill review

Joe Thomas, Sedgwick County purchasing director, presented two procurement recommendations for commission approval.

"First one is the medical bill review services for risk management. Recommendation is to accept the quote from CorVel Corporation," Thomas said, citing use of the City of Wichita contract 25200027 with an effective date of June 1, 2025 through May 31, 2026 (transcript text). He then described a digital evidence management software recommendation: "This recommendation is to utilize the Sourcewell contract 101223-AXN with Axon Enterprise in the amount of $3,077,954.40, and that covers a period of 10 years that starts 01/01/2026 and will go through 12/31/2035." Thomas told commissioners that, if approved, a 2026 contingency transfer to cover the expense will appear on next week's agenda.

Commissioner Meissner thanked staff for accelerating the Axon purchase and noted prior presentations explaining the justification; a chairman and other commissioners expressed support for providing the District Attorney with necessary tools. An unidentified speaker moved to approve the Board of Bids and Contracts recommendations and the motion was seconded. A roll-call vote recorded unanimous "aye" votes from Commissioners Bluebaugh, Wise, Howe, Meissner and Chairman Beatty.

The Axon agreement is presented in the transcript as a 10-year contract beginning Jan. 1, 2026 and ending Dec. 31, 2035, for $3,077,954.40; the board was told a 2026 contingency transfer will be requested to fund the first-year cost. The Council approved both procurement items by roll call.
