Under item 9 the committee reviewed a proposed map that would designate a portion of county campus land for the Simon(s) Center. Staff presented an orange-dashed boundary as a starting point and noted the map leaves hillside areas for potential future development while protecting trail access to the existing network.
A Simons representative told the committee the trails should remain public if ownership changes: “If Simons ever did go nonprofit… the board would probably want that to go to the city or the county to remain public. I don't want Simons ever charge someone to use those preamps,” the representative said. Committee members discussed deed restrictions or a lease/MOU to preserve trail public access and agreed legal counsel should review options before any conveyance.
The group also discussed recreation infrastructure: staff said the redevelopment grant list includes tennis-court refurbishment (amounts contingent on grant approval), and that a separate grant for trail signage and benches had been approved to start Jan. 1. Committee members asked for clarity about stormwater management near trails and about maintaining solar panels and parking near the Simons building.
No formal land transfer occurred. The committee asked staff to obtain legal guidance on tools to preserve trails and to return with a refined proposal at the next meeting.
