Sheriff says Saline County will bill KDOC $109.33 per day for inmate housing; DOC max remains $112.82

Sheriff Roger Solden told the Saline County Board of Commissioners Nov. 18 he plans to bill the Kansas Department of Corrections $109.33 per day to house DOC inmates who are held in the county jail.
Solden said the county’s prior per‑diem — set about three years ago — was $61.23. Using last year’s operating numbers, he recalculated the current cost at $109.33 per inmate per day and said he intends to begin billing DOC at that rate and will provide DOC with meeting minutes that document the county’s calculation.
The sheriff told commissioners the DOC sets a maximum per‑diem; he said the county’s proposed figure is within that maximum of $112.82. He also said DOC has been timely in making payments to the county.
Commissioners asked for context on the fiscal impact. The sheriff said the county had 753 DOC inmate days Jan.–Sept., for which it had been reimbursed $46,106 this year; he estimated that applying the higher rate for that period would have generated about $36,000 more in revenue.
The sheriff characterized the recalculation as a necessary update tied to operating costs and lower overall inmate counts (which raise per‑day costs). He did not request formal commission action; the board received the information.
