Saline County authorizes representative to sign updated juvenile detention interlocal agreement

The Saline County Board of Commissioners voted Nov. 18 to authorize its representative to sign an updated interlocal agreement governing the North Central Kansas Regional Juvenile Detention Facility in Junction City.
County Administrator Philip Smith Haines told commissioners the revised agreement incorporated several county comments and, while not addressing every desired change, was acceptable. He said Commissioner Grievous serves on the facility’s governing board and had forwarded the draft for the county’s review.
Commissioners asked about financial oversight and recent audit work. Haines said the facility’s governing body is responsible for the money each county contributes to operate the facility and that financials are presented and approved at each board meeting. Commissioner Grievous said she has reviewed expenditures and received answers to her questions.
A commissioner moved to approve the item identified at the meeting as "RFA 2025‑166 as presented," a second was called, and the motion carried by voice vote. The commission did not record a named roll‑call vote in the public minutes.
The board’s action authorizes Saline County’s signatory to approve the amended interlocal agreement on the county’s behalf; Haines said the governing body of the joint powers authority is scheduled to take action at its next meeting.
