Board advances several policy reviews and resolution packets; Planned Parenthood‑related item pulled for fuller review

The Rochester City School District board advanced multiple administrative items on Tuesday, forwarding a bundle of annual policy reviews and a collection of resolutions to the December 18 business meeting, while removing one resolution for separate consideration.

Clerk Charisma Travis summarized four policies—6150 (budget transfers), 6240 (investments), 6500 (fund balance) and 6700 (purchasing)—that require annual review; staff recommended no significant changes and the board moved them to first reading as a group.

The board also moved Resolutions 281–298 to the consent agenda for the December business meeting. Commissioners then considered administrative resolutions 299–306; Commissioner Elliott asked for additional information about Resolution 303, which involves Planned Parenthood in a program described as ‘restore *** assault services’ focused on support and advocacy for survivors. Commissioner Elliott expressed concerns about past clinic practices in schools and asked whether any medical services — including provision of contraception — would occur without parental knowledge.

Superintendent Rosser responded that the district will ensure contract language explicitly addresses allowed services; the administration said the Planned Parenthood agreement under consideration is for counseling and advocacy related to assault services and that nowhere in the proposed agreement would there be provision of birth control. Given continued concern, the board excluded Resolution 303 from the consent agenda so it can be discussed on the business meeting agenda rather than voted on by consent.

The remaining resolutions will move forward on the consent agenda; Resolution 303 will appear separately so the board can review contract language and legal assurances before any final action.
