Jamie Wilson, chief of staff, described a phased approach that begins with three cohorts and a seven‑month readiness process. The January cohort will receive state‑supported training, a designated community liaison, and guidance to build anchor partnerships and complete a building‑level needs assessment before implementation. Staff stressed that fidelity to the community‑school framework — aligning academic supports, student health and wellness services, and family/community engagement — is essential to produce measurable attendance and achievement gains.
Wilson said the district currently counts 12 community schools and plans to run needs assessments on those schools as part of the expansion. The plan includes community engagement teams at each school that will own school‑level data and partnerships, inventory existing partners for impact and alignment, and develop metrics for year‑one outcomes.
Board members asked about academic alignment, budget implications and how the district will support simultaneous transitions across many schools. Superintendent Rosser and staff said principals and central‑office teams will receive training and ongoing professional learning; the district also plans to monitor partnership fidelity and step in when a partner’s work does not align with school outcomes.
The board did not take a formal vote on the expansion at the work session. Staff said updates and metrics would be provided in future board reports as cohort work begins.
