Rochester Hills — At its Dec. 1 meeting, the Rochester Hills City Council elected Jason Carlock as council president and Teresa Mangioli as vice president for one-year terms ending Dec. 6, 2026.
Councilmember Jason Blair nominated Carlock and members moved to cast a unanimous ballot for Jason Carlock. "Can I move to close nominations and cast the unanimous ballot for Jason Carlock to be president of the Rochester Hills City Council?" a member asked before council approved the appointment by voice vote.
Teresa Mangioli was nominated and seconded for vice president; council approved her appointment unanimously.
The council also completed a broad slate of nominations and reappointments for citizen advisory bodies, naming representatives for the Deer Management Advisory Committee, Green Space Advisory Board, Historic District Commission and Study Committee, Human Resources Technical Review Committee, Liquor License Technical Review Committee, OPC Social and Activity Center Committee and multiple technical review committees and boards. Several appointments were uncontested and passed by voice vote.
On the legislative calendar, council accepted four ordinances for first reading that would update city fee schedules: amendments to chapter 54 (fees), chapter 79 (special events), chapter 102 (utilities) and chapter 110 (fees). Staff said the changes come through the annual ordinance review process and will return for second readings on Dec. 15.
What’s next: The fee ordinances will return on Dec. 15 for second and final readings. Council’s new leadership and committee assignments will take effect immediately for the 2026 calendar year.
