Trustee Whistler and Trustee Farr repeatedly urged caution, saying the district had not yet allowed the existing policy a full year to take effect and that many teachers reported current approaches were working.
Board President Hendricks and the district attorney briefly reviewed open-meeting law and agenda-making authority before trustees took the vote. Trustee Barr moved to deny the proposed revision as a first reading and to remove it from consideration; the motion carried 6-1.
The vote ends formal consideration of the proposed EDBB changes for now; trustees and staff said they would remain open to future conversation if teachers, parents or principals bring forward evidence of consistent problems. The superintendent confirmed the board's decision and said the district would continue working with staff on discipline practices.
The board took the action after handling consent business and other agenda items and will return to policy review as needed at future meetings.
