Seaford board approves Title 14 waivers to preserve staffing flexibility and class-size options

The Seaford School District Board on Nov. 17 approved two statutorily referenced waivers to preserve staffing flexibility and classroom-ratio options for the coming school year.

Board members approved the district’s waiver under the statute referenced in the meeting as Section 17.04 of Title 14 to allow flexibility in unit-count staffing across buildings. Administrators said the waiver helps ensure staff allocations reflect the district’s use of federal and state grant programs (such as Title I) and other targeted units rather than a strict per-building formula.

The board also approved an annual class-size waiver under the statute referenced as Section 17.05 of Title 14, permitting temporary deviations in kindergarten through third-grade student-to-teacher ratios. District leaders explained the waiver is needed because the immersion program can create short-term enrollment spikes in kindergarten (separate English and Spanish immersion classrooms) and the district experiences transient student inflows that sometimes push class sizes above statutory targets.

A board member moved and the board seconded both motions; each carried during the meeting’s action-items block. Administrators said the waivers are routine annual requests and emphasized that they are intended to protect instructional continuity and avoid immediate student displacement while maintaining compliance with state oversight requirements.

What happens next: The waivers will be filed per state procedure and used to guide staffing and class assignments for the current school year.
