Wyoming council approves multiple water, bridge and procurement contracts; adopts bond ordinance for transmission main

The Wyoming City Council on Nov. 17 approved several contracts and procurement items covering water systems, bridge engineering, software upgrades and equipment, and adopted a bond ordinance to finance part of a third water transmission main project.
Council voted to accept a low bid for a DSX card-access system at the senior center, approved a three-year contract with Scott Civil Engineering for minor bridge design and inspection work (capped at $50,000 per year), and authorized a package of water-plant and wastewater-plant work including design for pump replacements (about $47,000), intake screen guide-rail repairs, lagoon access-road restoration and a refrigerant detector replacement. The council also approved a replacement of regulatory and process-control software from Aquatic Informatics at both plants, a quoted cost staff said was about $99,000.
On procurement, the council authorized replacement of two wastewater building roofs (roughly $157,000), purchase of police tactical headsets, winter asphalt mixes for street repairs and waterworks fittings for routine maintenance. Those procurement items were grouped for efficiency and passed on council roll call; one council member registered a negative vote on the grouped procurement item as recorded during the roll call.
Council then adopted Ordinance 16-25, a bond ordinance tied to the third water transmission main project and an associated surge suppression system intended to protect new and existing mains from pressure surges. "We're actually, this bond resolution would authorize up to 10,000,000," a staff presenter stated while describing the city's portion of the bonding plan; staff had earlier issued a notice of intent to issue up to $11.5 million in revenue bonds in September for the broader project, and Ottawa County was described as bonding separately for its share.
Votes and motions were taken by roll call on the formal resolutions and ordinances. Several items were approved unanimously; the record shows one recorded no vote on the procurement block. The city manager and department staff answered council questions about scope and timelines during the meeting.
