Moab resident urges board to halt $200,000 developer loan proposal, cites lack of legal review

Janine Seia, a Moab resident, told the Grand County Commission on Dec. 2 that she was “upset by commissioner Winfield's proposal to loan 200,000 to private developers for an affordable housing project that doesn't include any loan terms, documents, or legal review to my understanding.”
Seia said commissioners who opposed the loan have a record of supporting affordable housing and urged the board to adopt written policies and work with local housing organizations before deploying public dollars. She cited prior local actions she credited with protecting rental housing and creating capacity for larger affordable-housing projects.
Seia recommended the commission “develop policies and procedures for dispersing money that would support affordable housing projects in this community” and urged working with groups that have community buy-in rather than making a single loan to an out-of-town developer without apparent contract terms or legal review.
The comment was made during the public-comment portion of a regular commission meeting. The transcript does not record a response from any commissioner on the floor to Seia’s remarks during the meeting.
