During its regular meeting, the Seward City Council approved several administrative and routine financial items and heard a multi-topic city-administrator report.
Council authorized the mayor to sign a maintenance agreement with the state that clarifies the city's responsibilities for maintenance and snow removal on state highway segments within city limits. Staff explained the agreement enumerates lane and parking responsibilities for maintenance in downtown and other state-controlled rights-of-way. The council also authorized the mayor to sign a certificate of compliance with the Nebraska Department of Transportation for 2026; in presenting the certificate staff cited compensation of about $23,000 for surface maintenance and about $5,600 for snow removal.
On a separate item, council added Joel Bracy and Jamie Fields as signers on the wellness center checking account with Jones Bank to allow more timely payment to event officials; Joel Bracy told council the change would let officials be paid the day of events rather than waiting multiple weeks for requisition processing. Council moved and approved the signatory change.
In the city administrator's report, staff summarized ongoing winter construction scheduling, delays caused by the water-tower paint issue and subsequent contractor rescheduling, the transfer of US Cellular infrastructure to T-Mobile and associated equipment moves, coordination with the dairy project (weekly construction-trailer meetings with department leads), efforts to close TIF reports, and a recent wellness center dedication with philanthropic gifts managed by the Lincoln Community Foundation. An events briefing noted the Christmas parade was canceled due to weather but organizers plan to display several key floats downtown and hold related events including a Sip and Shop on Dec. 13 and ribbon cuttings on Dec. 17.
Council moved to accept the administrator's report and voted to adjourn the meeting.
