The administration presented Budget Amendment No. 3, which includes three grant-funded items totaling over $4.1 million and does not increase general-fund expenditures. Sylvia Richards introduced the item and staff noted the available general-fund balance would remain at about 12.7% of the FY26 adopted budget if the grants are adopted, slightly under the 13% target.
Greg Cleary and revenue analysts provided updated revenue projections through October, explaining a decline in natural-gas-related receipts due to mild weather and subdued commodity prices, timing differences in miscellaneous revenues, and growth in building-permit-related activity. Staff said they will update revenue projections monthly for the council.
The three grant items described later in the presentation were: a COPS Technology and Equipment sub-award reimbursement to purchase license-plate-reader cameras ($224,000 reimbursement), a Jordan River Water Trail restoration and recreation grant ($666,000) with a required local match, and a FY26 homeless shelter mitigation grant of $3,200,000 to cover shelter-related personnel costs (15 officers, 3 sergeants and 1 lieutenant, plus overtime and winter overflow shelter expenses). The homeless mitigation grant allocation follows a state-code allocation formula, staff said.
A public hearing and possible adoption are scheduled for the council's December 9 meeting; staff will bring required documentation for the grants then.
