Oak Creek council round-up: developer release for Heyday, appointment, vendor report and settlement approved

In other business at its Nov. 18 meeting, the Oak Creek Common Council approved multiple routine and consent items including a developer release, an appointment to a standing joint review board, license approvals, a vendor payment summary and a settlement payment following a closed session.
Matt Sullivan, assistant city administrator and city engineer, presented a resolution to accept dedication of public improvements for the Heyday Oak Creek residential development and to release the developer from remaining obligations under the development agreement. "Everything has been completed on Apple Drive to our satisfaction," Sullivan said. The council moved, seconded and approved the resolution to accept dedication and release the developer.
The council also concurred with the mayor's appointment of Alderman Gale to the standing joint board of review for a two-year term expiring May 2027; a brief explanation noted the joint review board governs decisions related to the city's tax increment financing districts and requires a taxing-jurisdiction representative and a resident-at-large.
President Gale (acting in the license committee role) moved to approve the license requests listed on the Nov. 18 license committee report; the motion was seconded and approved by roll call. The council then approved the vendor summary report dated Nov. 12, 2025, in the amount of $748,951.07.
The council convened in closed session under Wisconsin Statute —9.85(1)(g) to consider a claim from Todd Lapela related to audio equipment damage. After returning to open session, the council approved payment of the claim in the amount of $8,436.84, to be executed as a settlement and release of all claims.
Votes on these items were taken by roll call and recorded as "aye" for the members present on each motion in the meeting record.
The meeting concluded with community announcements from the presiding official, including an invitation to a Thanksgiving morning turkey trot and food drive at Emerald Preserve.
