Commissioners discussed recreation‑space needs and the possibility of reprogramming CRA funds for indoor recreation. Annexations and land‑use changes: Senior planner Kyle Wilks presented linked ordinances (25‑0303/04/05 and 25‑34/35/36) to annex several parcels north of County Road 44 and east of State Road 19, and to change future land use to Mixed Commercial Industrial (MCI) with associated design‑district assignments. Staff noted water and sewer capacity is available, but that some tracts are in the 100‑year floodplain and have low soil suitability; wetlands and floodplain permitting would be required for development. Comprehensive‑plan transmission: The commission also voted to transmit Ordinance 25‑38, a city‑initiated evaluation and appraisal review of the comprehensive plan, to state review (transmit, not adopt). Appointments: Reappointments for advisory boards were approved on the consent agenda: Rachel Holtzclaw to the Fire Pension Board, Monte Stamper to the Historic Preservation Board and Gwen Manning to the Library Board.
