At the October meeting, Parks Department staff gave an extended capital projects update and said expanded scope and a land‑swap increased the Seco/Sachem lake renovation project budget from the original $13.3 million to about $19.7 million.
"The total amount, with the additional land swap turns into 19.88 no. 19,700,000.0 from the 13," staff said while describing added project elements that will be part of the revised scope. Staff said contractors are coordinating footing and playground installation and that the project includes walking paths, landscaping, two bridges and shade structures.
Staff also reported progress across the city : Spiker Park will receive funding to finish ballfields, new concession stands, restrooms and lighting; Nicholson Park is nearing completion after resolving a Southern California Edison power‑connection issue and irrigation tie‑ins; Encanto ball field regrading and fencing are underway; and the community center at Lyle Creek is scheduled for interior renovations including new kitchen, flooring and restrooms. Hernandez gym flooring will proceed after a contract termination and reaward process, with staff aiming for completion during a quieter December workload.
Commissioners asked practical questions about sustainability (LED fixtures and potential solar installations) and whether part of the Seco site was being held for housing development; staff clarified 12 of the 32 acres remain undeveloped and the rest remains within the previously approved project scope. Several commissioners expressed interest in revisiting specifications such as LED retrofits, as solar has higher upfront cost and requires further assessment.
Staff said some activities, such as fish stocking, may depend on county coordination and schedule, and that some work will continue through contractor coordination and environmental checks. No formal capital appropriations or contract awards were voted on at this meeting; staff noted some contracts will be taken to City Council for authorization in future agendas.
