The Sheboygan Plan Commission approved a conditional use permit allowing Carville Autism Health to open an early childhood autism therapy clinic at 3103 Wheaton Creek Road, the former Montessori school building.
At a public hearing, Giovanna Safina, who identified herself as the clinic director, said the clinic will offer applied behavior analysis (ABA) as a medically prescribed therapy for young children on the autism spectrum. “We are proposing to open an early childhood autism therapy clinic at the 3103 Wheaton Creek Road, the former Montessori school building,” she told commissioners.
Safina described hours of operation as Monday through Friday from 7:30 a.m. to 4:30 p.m., plus two Saturdays per month, and said sessions will be scheduled rather than drop-in. She estimated up to about 24 clients per day and roughly 24–28 staff at full capacity and added that the existing playground would be used for short, supervised outdoor periods with small groups. Safina said the clinic’s other local location has “a waitlist of about 25 children,” and that opening the Sheboygan Falls location will expand capacity and reduce wait times.
Staff reported the proposed use is allowed as a conditional use in the suburban industrial zoning district and noted the applicant requested one exception for a preexisting, nonconforming monument sign at the property frontage. “The use is permitted as conditional use under the suburban industrial zoning district,” staff stated during the report.
Commissioners moved and seconded approval and carried the motion by voice vote; the chair recorded an affirmative vote to confirm the outcome. No conditions beyond the sign exception were recorded on the meeting record. The applicant said traffic will be staggered throughout the day, there will be no bus traffic and no evening or nighttime operations.
The commission’s approval clears the way for Carville Autism Health to proceed with the planned clinic; the applicant and staff will handle any outstanding zoning exception for the monument sign as a follow-up matter.
