City Administrator reviewed the council's goals and objectives to frame the upcoming budget season during the Dec. 9 in‑depth meeting, stressing core values such as integrity, customer service and fiscal responsibility and flagging five strategic goals that guide budget choices. "I feel like I should be at some some point of a sermon — we're only gonna do the first 5 and a half pages," the presenter said at the outset of the goals review.
The review noted progress on internal process improvements (payroll) and recommended incorporating the HNI property as a goal item because of anticipated development. Council members discussed continuing the small business loan program and accelerating responsiveness for local businesses; one council member urged more focus on moving city‑owned nuisance lots into private ownership to support housing and development targets.
Council asked for a status memo on the Clark House and Sunset housing sustainability; the City Administrator said Director Jody Roe Goodwin would provide a memo outlining options. Members also discussed the inspection program and said extra outside assistance may be needed to manage a coming "housing push" tied to several large projects the administrator cited.
Other project items raised included: riverfront master planning and boat dock requests, the Drakeway Overpass (noting $3 million reserved from the railroad), evaluation of access to the Musco Sports Center area, and keeping the indoor sports complex under watch for operating costs and potential conversion to an enterprise fund. Several members urged that council goals, the CIP and the comprehensive plan be better linked and periodically reviewed every 2–3 years to track progress.
