The Raleigh City Council voted unanimously Dec. 2 to approve a narrow modification to the Briar Creek Town Center planned‑development master plan that adds housing units and hotel entitlement and incorporates airport‑related noise‑attenuation requirements.
Staff said the change adds roughly 360 new residential units of entitlement and about 250 hotel units; the applicant and planning staff stressed that the amendment is principally a cleanup to modernize the PD and align built and unbuilt tracts. The planning commission recommended approval 8–0.
The applicant agreed to three airport‑related commitments requested by the RDU Airport Authority: (1) a navigation easement disclosure, (2) enhanced building sound‑level reduction construction standards for residential buildings in the affected area, and (3) a recorded disclosure of noise contours for subsequent plats so buyers are informed the property lies within an airport noise area.
Jamie Schwadler, counsel for the applicant, noted similar mitigation measures performed well on previously developed portions of the PD and said the proposed construction standards have been used successfully on nearby projects.
Council adopted the consistency statement and approved the zoning amendment in a unanimous roll‑call vote.
