Council adopts 2026 legislative priorities, seeks $200,000 for Park at 95th design

The Newcastle City Council on Dec. 2 adopted its 2026 legislative priorities (resolution 2025-1065) after a presentation from the city's state lobbyist and staff discussion about strategy for the supplemental legislative session.
State lobbyist Shelley Holder briefed the council on the short (60-day) 2026 session and the state's constrained supplemental budgets. She told the council the city's primary capital ask is a $200,000 request from the state's capital budget to support design of phase 2a of the Park at 95th, noting such a competitively sized request is appropriate for a supplemental year: "The first is a request for $200,000, from the state's capital budget to support the design of phase 2 a of the park at 95th." Holder also highlighted the city's interest in liability reform (joint-and-several liability language discussed in materials), and continued priorities around behavioral health and public safety.
Council members discussed the Lake Boren promenade proposal presented earlier by Newcastle Trails and agreed the smaller Park at 95th design ask is a prudent approach for the 2026 supplemental year. Council member Charbonneau moved adoption of the resolution, which passed unanimously, 7-0.
Next steps: once adopted, staff and the city's lobbyist will brief the legislative delegation and pursue the capital ask and other priorities during the supplemental session that begins Jan. 12, 2026.
