“If there are no speakers, I close the public hearing and move to item 5,” the chair said before the board moved to consider the plan. Staff presented the document and described its technical content; board members asked whether the plan’s planning horizon — which extends to 2060 in some analyses — reflects an industry requirement, regulatory guidance or a separate modeling choice. Staff said the report is thorough and that additional context can be provided if the board requests it.
Marshall moved to approve the 2025 water supply service area plan; the motion carried on a roll call vote. The board did not record any public testimony in the hearing. Board members and staff noted they would follow up if members still had technical questions about long-range assumptions.
