The Sugar Land City Council approved Ordinance No. 2380 on second consideration Dec. 2, granting a conditional‑use permit for Logos Preparatory Academy to build a multistage campus on roughly 23 acres west of Brook Street subject to updated site and traffic conditions.
Jessica Echols, senior planner, said the proposal allows construction of an initial phase with a three‑story academic building of about 60,000 square feet, an 8,000‑square‑foot cafeteria and pavilion, a multipurpose playfield, parking, and a relocated detention pond. Echols said the applicant is under contract to purchase property from Faith Lutheran Church and The Bridge and that the site plan and traffic circulation plan (Exhibits A and B to the ordinance) were revised after public input and an updated traffic impact analysis (TIA).
Echols said the revised TIA evaluated whether Faith Lutheran’s driveway could remain open and recommended that the driveway remain closed during morning drop‑off and afternoon pick‑up to preserve on‑site circulation. The ordinance includes an additional exhibit (Exhibit C) and a condition that vehicular traffic must comply with the traffic circulation plan; school staff or personnel must be stationed at the Faith Lutheran driveway during pick‑up and drop‑off times and stationed in the Bridge parking lot to direct traffic as shown in the exhibits.
Residents had raised concerns about Brook Street capacity and left‑turn safety; engineering staff noted the school’s peak arrival/departure times occur outside the city’s typical 5 p.m. rush hour and estimated the school scenario would add roughly 600 vehicle trips in the measured period compared with current daily volumes of about 7,000. Council members requested continued attention to Brook Street maintenance and longer turn lanes where feasible.
Councilmember Watley moved to approve the ordinance with the attached exhibits and traffic conditions; Councilmember Vandahar seconded. The ordinance passed on a 7–0 vote.
