The Coffey County Board of Commissioners on Nov. 17 approved a revised Change Order No. 5 for construction on the CDBG Airport Access Road Phase 2 and recorded that the county will receive a reimbursement check from CFS Engineers for $9,900 to cover 50% of the earthwork and fill line item related to a survey‑software design issue.
Commissioner McCurry read the motion authorizing the chairman to sign the change order “regarding construction related to the CDBG Airport Access Road Phase 2 for a total of $48,717.26” and noted the county will receive $9,900 from CFS Engineers for 50% of the earthwork/fill related to the survey‑software issue. Commissioners discussed that a prior motion on 11/10/2025 approving a $38,117.26 change order was rescinded because the official change‑order paperwork and final line‑item quantities were not yet available.
Contract representatives told the board the contractor reduced mobilization from $15,000 to $7,500 and that the firm offering the reimbursement would provide the county a direct check rather than altering the contractor’s contract records. Commissioners and staff reviewed scanned contractor documents and corrected transcribed line amounts during discussion before the vote. The board approved the reissued change order by voice vote.
The action updates prior decisions and clarifies that the county’s net outlay reflects both the contractor’s mobilization adjustment and the $9,900 reimbursement. Commissioners directed staff to attach documentation of the reimbursement when finalizing the change‑order package.
The board took the vote in open session after public discussion and passed the motion by voice vote. The decision does not, on its face, change project scope; it adjusts contract line items and records the third‑party reimbursement the county will receive.
