Board of Adjustments approves school expansion for Prescott Seventh-day Adventist School

The Prescott City Board of Adjustments voted 5–0 on Nov. 20, 2025, to approve Conditional Use Permit CUP 25-002, allowing the Prescott Seventh-day Adventist School to add K–8 classrooms on an adjacent parcel that lies outside the mapped floodplain.
Tammy Duey, community planner, told the board the parcel had been combined with the existing school site and that "the new classrooms are being proposed" on the rear portion of the property outside the floodway. Duey said the site already has water and sewer service and that "ingress and egress" to the property will not change. She said reviewing agencies had "no issues or concerns with this request as presented."
The planner said staff notified property owners within 300 feet and that the city received one comment raising concerns about property values; after staff provided information, "they didn't have any concerns," and the applicant submitted a letter of support and a teacher letter describing the need for more classrooms.
During board questioning, a member asked whether the proposal required significant grading near the floodway. Duey replied the property has an existing fence delineating the floodway and that the proposed work would remain outside it, noting the area "has already been used as a playground" and that only minimal grading or improvements are expected.
Tom Hutchison asked whether playground space would be lost. Tony Jasper, pastor of the Prescott Seventh-day Adventist Church and a school representative, said the new classroom buildings were designed to "minimize the impact" on play areas by being "elongated, narrow, and long," and that the church is negotiating to purchase a neighboring parcel so the school can expand playground and athletic space, though that purchase is not finalized.
A member moved to approve the CUP with the existing staff conditions; the motion was seconded and the board "motion carries 5 0." The staff presentation and staff report listed the parcel zoning as including an SF-35 designation and noted the school previously obtained a conditional use permit in 1998 for the site.
