The Clinton City Council approved updates to the city’s pay plan intended to keep utility and public works pay competitive with neighboring Sampson County.
City staff explained the update moves several positions into higher pay grades and would take effect after the first full paycheck in January. Staff estimated a midyear cost of roughly $100,000 and an annualized cost of about $200,000, apportioned between the enterprise funds (water and sewer) and the general fund. The city manager and staff said the change is intended to reduce turnover and remain competitive in the labor market.
Council members asked about overall dollar and percentage impacts, and staff reiterated that a more detailed budget amendment with the exact cost would be presented at the next meeting. The council approved the pay-plan update by voice vote.
Next steps: staff will present a detailed budget amendment with exact fiscal impacts in the next meeting cycle and implement pay changes beginning with the first full paycheck in January.
