Public commenters urge red-light cameras and vape take-back; Youth Commission approves minutes, sets volunteer events

Two public commenters used the Youth Commission’s oral communications period on Dec. 3 to press the commission on public-safety and environmental measures, and commissioners approved the Nov. 5, 2025 minutes and discussed several upcoming work-plan events.
Melissa Sharbarth, co-founder of Safe Streets Encinitas, told commissioners the group formed after a child was killed by a driver running a red light and urged the commission to consider red-light cameras under California Senate Bill 720. "The law makes enforcement simple and fair, eliminates facial photography, uses revenue for street safety improvements, and reduces first-time fines," she said, adding the policy shifts focus "from punishment to behavior change." She encouraged youth commissioners to promote a "Know Your Speed/Limit" initiative and to consider camera installations as part of local safety work.
Peggy Walker of the San Dieguito Alliance for Drug Free Youth asked the commission to study a retailer take-back program for e-cigarettes and vapes, citing environmental contamination from discarded cartridges, pods and nicotine waste. Walker said the group is tracking shifts from "tobacco products" to high-nicotine "nicotine products" and offered informational materials for commissioners.
On business items, Vice Chair Hubbell moved and Commissioner Charles seconded approval of the commission’s Nov. 5, 2025 meeting minutes. Chair Kelly then called the roll; each commissioner present voted "Aye," and the minutes were approved.
Staff and commissioners reviewed items in the FY 2025–26 work plan, including scheduling the Techie Tutors (teens teach tech) outreach event targeted for January or February, and confirmed the rescheduled Moonlight Parcel habitat restoration event will be Dec. 13 from 9 a.m. to noon. Recreation Manager Hamer also promoted the Pacific View Art Center open house on Dec. 18 (5–7 p.m.), a Heritage Tree Lighting at Moonlight Beach and a freelance writing class at Pacific View on Dec. 13 (1–4 p.m.). Manager Hamer and commissioners encouraged participation at volunteer events and noted logistics such as parking, tools and water.
